In response to the mounting domestic unrest and concerns about the loyalty of law enforcement and military forces, Kazakhstan’s President KassymJomart Tokayev has sought assistance from the Collective Security Treaty Organization (CSTO), a security alliance led by Russia. The CSTO swiftly announced its readiness to provide support, and Russian elite airborne units have been dispatched to Kazakhstan1.

Key points about the CSTO: Formation and Membership: The CSTO was established in the 1990s after the collapse of the Soviet Union.

Member countries include Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Tajikistan. Despite its name, the CSTO has sometimes struggled to define its precise purpose.

Previous Challenges:

The CSTO has faced criticism for its limited engagement during security crises among member states. For instance, last spring, Kyrgyzstan and Tajikistan were embroiled in a violent border dispute, but the CSTO remained passive.

The organization’s primary focus has been on preparing for potential spillover from Afghanistan, which shares a long border with Tajikistan (where Russia has stationed around 7,000 troops). Kazakhstan’s Plea for Assistance:

President Tokayev framed the unrest in Kazakhstan as being orchestrated by “international terrorist groups.”

By invoking external aggression, he legitimized his request for outside military aid from the CSTO. The crisis began with peaceful protests over fuel price increases, and reports emerged that law enforcement was hesitant to suppress the gatherings, raising concerns about loyalty within the security apparatus1.

In summary, the CSTO’s involvement marks the first time it has actively participated in an operation, highlighting the delicate balance between internal stability and external security in the region12.
