The U.S. receives the release of Fat Leaonard, the man charged in Venezuela with conducting a U.S. Navy conspiracy involving theft of federal maritime property . Leonard Francis a/k/a Fat Leonard was transfered out ofthe Venezuela prison system and delivered to the US in exchange for Venezuelan President Maduro associates.

In the last moments of US negotiations with the foreign government, Venezuela, the United States agreed with the Venezuelan government to transfer 10 prisoners in exchange for returning Leonard Glenn Franvus, said to be a Malaysian born U.S. resident.
In 2000 and over the next 10 years, Francis conducted the theft of US Navy vessels, corresponding with other in a line of corruption that would lead to the diverting of Navy vessels to Francis' company operating in Southeast Asia through Glenn Defense Marine Asia an affiliate of Glenn Marine Group.

Francis paid to0 Navy officials millions of dollars to agree to surrender he ships to his company. Officers of the United States.Seventh Navsl Fleet were also bribed by Francis who provided luxury trips and other expenses, gifts and licentious women.
Following the uncovering of the US Nancy vessel transfer condpiracy, Leonard Franciscwas arrested snd charged on 33 counts of conspiracy involving his plot to steal US Navy property. Francis plead for a deal that landed him in the hospital with release conditions arranging for his stay with a one of his physicians.
Francis escaped the his physician 's home in 2022 despite his treatment for cancer. In the same year, within 17 days of his escape from the San Diego home, Franvus traveled to Mexico from there he travel to Cuba and further to Caracas, Venezuela. Franvus was arrested whike planning to travel to Rusdia.
Transfered from Venezuela to the US, Francis and 9 other America prisoners-- Francis' co conspirators-- returned to Texas and other regions of the United States.
The swap was engaged by US officials who requested the return of US residents in exchange for lifting sanctions placed against Venezuela.
