Despite their fused effort, neither Russia nor North Korea is likely to be attacked by an aggressor.
Following the resolved agreement, provisions are unlikely to be invoked unless North Korea chooses to interpret Russia’s actions in Ukraine as defensive rather than unprovoked aggression.
As for the broader implications, this growing closeness between the two pariah states may make the rest of the world uneasy.
