2Arrested & Charged w/Capitol Murder inthe Brutal Death of 12 Nungaray

STATE & NATIONAL: In Houston , Texas 2 men have been charged with Capitol murder following the death of Jocelyn Nungaray. Arrested and charged by Houston police were Johan Jose Rangel Martinez, 26, and Franklin Jose Pena Ramos, 22, both charged in the brutal slaying of Nungaray.

Houston police reported the information received in regard to the death of 12 year old zJocelyn Nungaray. It was on June 17 that Jocelyn’s body was found beside a creek bed near North borough on Houston’s north side.

Witnesses claim to have seen Jocelyn earlier in the day with Martinez and Ramos,—both residents of Houston’s Greendpoint neighborhood. According to the police report, Martinez and Ramos had first committed an apparent abduction that soon turned deadly

Jocelyn was taken to a location underneath a bridge , bound with her own jeans. Houston police recanted a portion of the statement made by Ramos who stated that he attempted, though to no avail, to prevent Martinez from killing the 12 year old girl who was strangled to death.

According to the Medical Examiner’s report, Jocelyn Nungaray died after 2hours of being beating and, ultimately, asphyxiated.

In custody of Houston police, Ramos and Martinez have received a nod of $10 million dollars while remaining jailed pending further court action.
